Riot has stated previously that Custom Skins are "Use at your own risk" as they cannot take responsibility if third parties provide you with any malware when using Custom Skins.
That said, RuneForge is the safest Custom Skins platform with an active community and moderation team.
RuneForge currently has no recorded bans registered from any of its mods. But does warn users not to use Custom Skins in Korean Servers due to past banning history and strict competitive management of those servers.

A new version of Cslol was released which uses the new DLL patcher that works with Vanguard.

We can confidently say that you will most likely not get banned. There have been no reports of bans from the PH server and we do not expect that to change any time soon as it would signal a stance change from Riot towards custom skins - something which is unlikely to happen.
Some creators aren't active anymore and skins could have been lost to time.
